The Constitution of Ukraine, the second in the modern history of the country, was adopted by the people in a referendum. The program consists of 15 sections and a Preamble.

The Preamble to the Constitution of Ukraine

The first section is the General Principles. It contains the basic principles of the Constitution. The following principles are important for the formation and development of the Constitution:

The rights of the human beings, their freedom, and the responsibility of the citizens.

The rights and responsibilities of the government.

The rights of the citizens, including the right to life, to be free, to be equal, to vote, to be informed, and to be safe.

The government is responsible for the safety of the citizens and for the protection of their rights.

The role of the president.

The president is the leader of the government. He is responsible for the government and for the citizens.
